The Louisiana Office of Motor Vehicles (OMV) will implement the Temporary Instructional Permit (TIP) effective09/04/2018.
A TIP is a class "E" credential that will indicate "Temporary Instruction Permit" in the header. All students enrolled in a driver education or pre-licensing course on or after the effective date must present a TIP. In addition, the student must have the TIP in their possession when operating a motor vehicle during the behind the wheel portion of instruction and when accompanied by a licensed driver education instructor or during the administration of a road skills test.
Upon completion of driver's education, the TIP will be surrendered to OMV along with proof of completion of the appropriate driver's education course and any other necessary documents. There is no additional cost to convert from the TIP to a Learner's Permit OR Driver's License.

How do I obtain the TIP?
Items to Bring to the Office of Motor Vehicles to obtain a Temporary Instruction Permit for Driver's Education:
Minor Students (14 years to 17 years old)
- Original or State Certified Birth Certificate (no photocopies)
- Social Security Card
- School Enrollment Form - student must be at least in the 8th grade
- Original or Court Certified Custody Papers (if there are any)
- Legal Custodial/Domiciliary Parent/Guardian with their Driver's License or State ID Card
Adult Students (18 years old and older)
- Original or State Certified Birth Certificate (no photocopies)
- Social Security Card
- Proof of residence (Two proof of residences if applying for a Real ID)
*Note: If an adult has a valid Louisiana State ID already issued and their Social Security Number is in OMV's system, then only the ID and Proof of Residency is needed.
Is Parent Orientation Mandatory?
Yes!! Parent Orientation is mandatory by state law for students ages 14-17.
What do I need for Parent Orientation?
- Student's TIP card (If you have it.)
- Custodial parent/grandparent must be present with their Driver's License
- You may pay balances in full at this time
What is your refund policy?
All tuition is non-refundable. Between the Lines Driving Academy knows that unpredictable circumstances arise. Therefore, we allow you to transfer your deposit (classroom fee) one time, but
refundable.
What time is the classroom portion of the 38-hour course?
Classroom Hours are 8:00am to 4:00pm all four days of class.
How old do I need to be to take the 38-hour course?
The 38-hour course is for students 14 yrs. and 9 months old up to 17 years of age and enrolled in school. Students that are 18 yrs. old may take this course
IF they are still currently attending high school

What are the steps of the GDL?
Learner's Permit
- Successful Completion of Driver's Education Course (RS 32:402.1)
- Pass Visual Exam
- Pass Written Test with an 80% Accuracy
- Restrictions:
- Must be accompanied by a licensed parent, guardian, adult at least 21 or older, or licensed sibling at least 18 or older.
- No cell phone usage, including hands free (RS 32:300.7)
- Must complete at least 50 hours of supervised driving, 15 of those hours at night (RS 32:405.1)

- Intermediate License
- Possess Learner's License for a minimum of 180 days
- Completed 50 hours of supervised driving, 15 of those hours at night (RS 32:405.1)
- No At-Fault Crashes with Learner's Permit (RS 32:407)
- No Moving Violations with Learner's License (RS 32:407)
- No curfew, drug or alcohol law violations
- Pass a Road Skills Test with an 80% accuracy
- Restrictions
- Restricted driving between 11pm-5am unless with licensed parent/guardian, licensed adult at least 21 years of age or licensed sibling 18yrs old or older (RS 32:407)
- May not transport more than one passenger under 21 years of age between 6pm-5am unless the passenger is immediate family (RS 32:407)
- Drivers under 17 are prohibited from using cell phones including Bluetooth unless it is an emergency and a hands-free device (32:300.7)
- Driver shall ensure all passengers are properly seat belted prior to placing the vehicle in motion (RS 32:407)

- NO RESTRICTIONS
- Student will upgrade at 17 if no restrictions of the Intermediate License have been violated. No action is required to upgrade.
